Training thunderstorms hit the two counties with between two and three inches of rain early Thursday morning. A multitude of creeks and streams overflowed their banks, and roads along rivers saw flooding.
Morrisey has ordered resources and personnel to mobilize and respond to any emergencies.
The State of Emergency will remain in effect for 30 days unless Morrisey terminates it at an earlier date.
